Delivery when the requirement is not yet clear
Almost none of it arrived as a clean statement of work. The Afghanistan evacuation and Ukraine task forces, the Negev Summit, the Secretary of State’s global travel, and two Chief of Mission Conferences convening more than 150 U.S. ambassadors were all defined while they were being executed. That is the capability on offer: delivery where the requirement is still forming, at any size from a single briefing to a multi-agency operation.
